These are fishing license "tags". They belonged to my grandpa, William E. Burnes. During the 1950's, when he went fishing, he would fold up his license to fit inside, then pin it to his fishing vest while he was fishing. The name Yates & Cochrane was a store in Napa, California that sold these tags along with fishing bate and fishing equipment.
